Quick answer

A wet patch, stain or mould on a ceiling under another unit is a water problem first and a mould problem second. Record it, dry what you can, and raise it with the right person: your upstairs neighbour in an HDB flat, the management corporation (MCST) and the owner above in a condo, or your landlord if you rent. Treat the mould only after the leak is fixed and the ceiling has dried.

The first 48 hours: protect, dry and record

Move furniture, electrical items and anything absorbent away from the drip. HDB notes that untreated ceiling leaks may damage electrical items and cause mould growth.

Photograph the stain with the date on each photo: one wide shot, one close shot, taken from the same spot. Repeat every few days so you can show whether it is spreading. Note when it gets worse. A stain spreading from one point or sitting below a bathroom can point to a leak; on the top floor, HDB says the leak typically comes from the roof.

Dry the area quickly. The US EPA says water damaged areas and items should be dried within 24 to 48 hours to prevent mould growth. Open doors and windows. If you can already see mould, the EPA advises gently cleaning it before you start fans or a dehumidifier, so the fans do not spread it.

Throw away soaked items you cannot clean and dry. The EPA notes that porous materials such as ceiling tiles may have to be thrown away if they become mouldy. If the water may be sewage or otherwise dirty, the EPA advises calling a professional experienced with contaminated water.

HDB flats: a shared repair, with help from HDB

HDB's position is that flat owners maintain their own flats, including the floor and ceiling slabs. If the slab between two flats needs repair, the two owners arrange the work and split the cost.

HDB sets out the order: talk to your upstairs neighbour about the leak and a possible cause, agree a time for a contractor to confirm the source, engage the contractor together, agree the repair method and cost, then split the bill. If you live on the top floor, the roof belongs to the Town Council, so contact them.

There are two important exceptions.

For serious inter floor leaks, HDB has said it will expedite repairs, subject to the upper floor owner's availability, and may carry out temporary repairs in the lower flat. For complex, recurring leaks that contractors cannot fix, HDB has said it will assist with the investigation.

New flats. HDB covers new flats with a one year defects liability period from key collection, and gives an extended 5 year warranty for ceiling leakages and external seepage. That warranty ceases if floor tiles are changed or the waterproofing system is tampered with, so ask whether the toilet upstairs has been renovated. After the first year, HDB says you can approach your HDB Branch if you need further help. Mould in an HDB flat is covered on our HDB mould removal page.

Condominiums: the unit above is presumed to be the source

Under section 101(8) of the Building (Strata Management) Act, in Strata Titles Board proceedings, evidence of dampness, moisture or water penetration on your ceiling means the defect is presumed to be in the unit or common property immediately above, unless proven otherwise.

BCA's guide on water seepage suggests that the affected owners and the MCST or managing agent carry out a joint inspection, and if needed engage an independent consultant or a licensed plumber to find the cause. Not every leak is the neighbour's: the MCST repairs leaks in common property, such as a pipe serving two or more units. A pipe serving only one unit is that owner's responsibility.

If the two owners cannot agree, BCA says the MCST can write to the owner above and ask for a joint investigation. Compensation for damage is a private matter between the parties. Disputes that remain can go to the Strata Titles Boards, which list inter floor water leakages among their typical cases. The Community Mediation Centre does not handle water seepage. Renting? Tell your landlord in writing

In a rented home, the owner is the one who deals with the neighbour, HDB or the MCST. Send your landlord or agent a short written message with the dated photos, where the stain is and when it started, and keep the reply. Who pays depends on the tenancy agreement, the cause and the building arrangements. Our guide to mould in a condo or rental covers the tenant and landlord side.

Why painting over a wet ceiling fails

Paint does not dry a slab. The EPA says not to paint or caulk mouldy surfaces, and that paint applied over mouldy surfaces is likely to peel. For surfaces that were wet, it advises against paint or sealants until the materials are completely dry on the inside, and notes that drying usually takes several days to weeks. Its guidance is that materials should read 15% or less on a moisture meter before refinishing.

This is also why Four Solutions' warranty does not apply where there is water seepage or a moisture meter reading above 16%.

When to treat the mould, and when the ceiling needs replastering

The order that works:

  1. The source is confirmed and the leak is repaired.
  2. The ceiling dries, and a moisture meter confirms it.
  3. The mould is removed and the surface treated.
  4. Anti mould paint goes on where the surface is suitable.

The EPA puts it plainly: the water problem must be completely fixed before a cleanup can be considered finished. Four Solutions' ceiling page says the same: the mould is treated "once the source is fixed and the ceiling has dried."

Bubbling or flaking paint, or a soft or powdery surface, means the material has been wet, not just stained. That finish has to come off before anything goes back on. Four Solutions' terms say minor hairline cracks and nail holes are patched as standard prep, and extensive replastering is charged separately, typically $80 to $150 per affected area depending on severity. Mould inside sealed spaces such as false ceiling panels is not included unless the quote says so.

Most residential mould jobs range from about $250 to $2,500, depending on the area and severity. The written quote confirms the area, the work and any warranty.

What Four Solutions does, and what it does not

Four Solutions does not repair leaks, waterproof floors or do plumbing, and it does not act for either owner in a dispute. It uses moisture meters, UV inspection and thermal imaging to tell condensation from a leak, provides a written assessment of the moisture source that you can share with your landlord or managing agent, and removes the mould once the source is fixed. See ceiling mould removal for what the treatment includes.

WhatsApp a photo of the stain with your flat type, which floor you are on, and whether the leak has been repaired.

Ceiling leak from the flat above FAQs

Who pays for a ceiling leak from the flat above in an HDB flat?

The two flat owners share the repair of the slab between them. For wear and tear, HDB may pay 50% under the Goodwill Repair Assistance scheme, with the rest split equally. If renovation upstairs caused the leak, the upper floor owner pays in full.

Does HDB's warranty cover a ceiling leak in a new flat?

HDB gives new flat owners a 5 year warranty for ceiling leakages and external seepage. It ceases if floor tiles are changed or the waterproofing system is tampered with.

In a condo, do I have to prove the water comes from upstairs?

In Strata Titles Board proceedings, dampness on your ceiling means the defect is presumed to be in the unit or common property immediately above, unless proven otherwise. Start with a joint inspection through the MCST.

I am renting. Who should I tell?

Your landlord or agent, in writing, with dated photos. The owner deals with the neighbour, HDB or the MCST, and the tenancy agreement and the cause decide who pays.

Can I paint over the stain once the leak is fixed?

Only after the ceiling is completely dry and any mould is removed. The EPA says paint over mouldy surfaces is likely to peel, and drying usually takes several days to weeks.

When should the mould be treated?

After the leak is repaired and the ceiling has dried. Four Solutions' warranty does not apply where there is water seepage or a moisture meter reading above 16%.
